解决方法 

打开浏览器，访问https://www.ipaddress.com，查一下 raw.githubusercontent.com 的ipv4地址；

结果页如下： 

 在hosts文件中添加IP地址

185.199.108.133 raw.githubusercontent.com
185.199.109.133 raw.githubusercontent.com
185.199.110.133 raw.githubusercontent.com
185.199.111.133 raw.githubusercontent.com

 保存好重试即可。
