解决方法:

像下面这样在web.xml中配置context-param：

<context-param>
    <param-name>contextConfigLocation</param-name>
    <param-value> /WEB-INF/application-context.xml</param-value>
  </context-param>

并将您的application-context.xml放在WEB-INF文件夹中.
