服务器是windows 2008 64位的操作系统。解决方法如下：
dcomcnfg打开组件服务(64位操作系统为运行comexp.msc -32)
组件服务—》计算机—》我的电脑—》DCOM配置—》Microsoft Excel Appliction
右键属性—》安全—》添加设置用户
组件服务—》计算机—》我的电脑—》DCOM配置—》Microsoft Excel Appliction
右键属性—》本地一》勾选 Run application on the computer where the data is located
注意，在启动和激活权限中，要同时勾选本地启动和本地激活的选项
