设置使用指定的outlines
有两种方式可在全局设置使用outline
方式一:使用alter system设置(数据库重启后失效)

SQL> alter system set use_stored_outlines=GOOD_PLAN;

方式二:通过trigger设置(数据库重启仍然有效)
