在网上找了一个wpf的开源项目，在打开窗体，点击设计的时候，提示错误信息如下

大概的意思是找不到区域性为"en"的程序集Microsoft.VisualStudio.DesignTools.Designer.resources.dll
这个问题困扰了我很久，我理解的意思是应该是需要安装英文版本的vs2019，但是不至于为了这个问题，我以后就要用英文版本的VS2019，所以就和同事吐槽某软公司的产品。
网上倒是找到了遇到相同问题的帖子，但是没有说明要怎么解决。后来通过这段话《Please consider reinstalling or repairing the application》解决了， 英文不太好只能找翻译，就是让重新安装的意思，于是抱着不太情愿的也不太抱有希望的态度，找来了vs2019的安装程序，在语言选项卡下选择英文选项，然后安装，结果奇迹发生了，解决了问题。
然后等待安装完成，重新打开vs2019，问题解决了，记录下来供大家查阅，一起解决问题。
